LASERS on Literacy
Literacy improvement at state scale requires more than a framework, it requires a system every campus can act on. The Texas Education Agency, the Austin-based state agency charged with improving outcomes for all Texas public school students, uses the Texas State Literacy Plan (TSLP) to guide comprehensive, campus-based literacy programs customized for each grade from kindergarten through 12. To move the plan from document to daily practice, WWC created a web app that supports educators in effectively teaching state standards, anchored by a self-evaluation and rating system completed by administrators on Campus-Based Leadership Teams across all 1,247 Texas school districts. Built with Flutter and MongoDB, the platform pairs education-focused user experience design with app development, giving TEA a single statewide view of literacy implementation and giving every campus a clear path forward.

A statewide plan only works if every campus can measure itself against it. The Texas Education Agency oversees public education across Texas, and its Texas State Literacy Plan defines the practices schools need for effective literacy instruction, organized around the plan's 6 LASERS components, from leadership and assessment through reporting and sustainability. Putting that framework into practice meant asking every district to evaluate its own implementation, grade by grade, in a consistent way. TEA asked WWC to build that solution, a self-evaluation and rating system every district and Campus-Based Leadership Team in Texas could use.
WWC designed, developed, and implemented the TSLP web application end to end. The platform centers on a self-evaluation and rating system that lets district and Campus-Based Leadership Team administrators assess their literacy programs against state standards, with content customized for each grade from kindergarten through 12. User experience design keeps the process clear for educators, so teams can rate progress, identify gaps, and plan next steps with confidence. Flutter delivers a consistent experience across devices, and MongoDB manages evaluation data flowing in from every district in the state, supporting reliable reporting at full statewide scale.
Adoption tells the story. Administrators across all 1,247 school districts in Texas completed the self-evaluation and rating system, making the TSLP a working practice on every Campus-Based Leadership Team rather than a plan on a shelf. TEA gained a consistent statewide picture of literacy implementation from kindergarten through grade 12. More importantly, it gave every campus in Texas a shared language for improving how students learn to read and write.
